Employment Assistance Guide for Service Providers
This guide was produced in partnership with DOL-VETS to enhance the assistance offered by employment specialists working with homeless clients. The guide provides an overview of special challenges faced by homeless men and women, and identifies the community resources in place to help them with housing, health, income supports, job search and placement assistance, substance abuse and family counseling, and other services they may need. It also includes a comprehensive list of employment assistance resources, both government and private organizations.
Department of Labor - Disabled Veterans Outreach Program (DVOP)
Disabled Veterans Outreach Program (DVOP). DVOP provides funding through state employment agencies and many community-based homeless service providers nationwide to support dedicated staff that develop and provide employment and job training opportunities for disabled veterans. The program promotes and develops on-the-job training, apprenticeships and other employment services in both the private sector and federal job programs. The program provides outreach to veterans through local agencies and community-based service organizations. For information on the DVOP program, contact your nearest DOL-VETS office.
Department of Labor - Homeless Veterans Reintegration Program (HVRP)
The Homeless Veterans’ Reintegration Program (HVRP) provides grants to service providers across the nation to help homeless veterans return to the workforce. HVRP is rated as one of the most successful homeless assistance programs in the nation, boasting the highest job placement and retention rates among national employment assistance initiatives. Organizations that receive HVRP funds also provide access to transitional housing and supportive services to ensure clients are able to successfully return to the work force.

“Veterans with Service-Connected Disabilities and the Americans with Disabilities Act (ADA): A Guide for Employers” briefly explains how protections for veterans with service-connected disabilities differ under USERRA and the ADA, and then describes how the ADA in particular applies to recruiting, hiring, and accommodating veterans with service-connected disabilities.
“Veterans with Service-Connected Disabilities in the Workplace and the Americans with Disabilities Act (ADA)” answers questions that veterans with service-connected disabilities may have about the protections they are entitled to when they seek to return to their former jobs or look to find their first, or new, civilian jobs. It also explains changes or adjustments that veterans may need, because of their injuries, to apply for, or perform, a job, or to enjoy equal access to the workplace. Finally, this guide includes resources on where veterans can find more information about the employment rights of individuals with disabilities.
HVRP Best Practices Project
Designed as a tool to help community-based organizations and local governments plan, develop and implement more effective and efficient employment assistance programs for homeless citizens, the Homeless Veterans Reintegration Program (HVRP) Best Practices Project has become a valuable reference for service providers, veterans in need of employment services, members of Congress and local governments, and family members of veterans who need help. The 36 programs included in this study – and 46 others around the country – not only provide employment preparation and placement services, but housing, health and counseling supports as well.
National Symposium on Needs of Young Veterans
This document was produced in partnership with American Veterans (AMVETS) at the National Symposium on the Needs of Young Veterans in Chicago, October 19-22, 2006. It is the report of the Focus Group on Veteran Homelessness, and identifies the main causes of homelessness and policy recommendations to address them from the service providers’ perspective and experience. While it does not focus solely on employment issues, it does provide a better understanding of homeless veterans and those at risk of becoming homeless, and includes information on prevention as well as intervention strategies.
Ticket To Work Program
The Ticket to Work and Self-Sufficiency Program is an employment program for people with disabilities who are interested in going to work. The goal of the Ticket Program is to increase opportunities and choices for Social Security disability beneficiaries to obtain employment, vocational rehabilitation (VR), and other support services from public and private providers, employers, and other organizations.
Work Opportunity Tax Credit
The Work Opportunity Tax Credit (WOTC) program provides tax credits to employers who hire qualified job seekers from one of the nine groups eligible under the program, including disabled veterans. An employer can earn up to a $9,000 tax credit by hiring those most in need of employment at the same time assisting those who have served our country.

The website of the Virginia Commonwealth University Rehabilitation Research and Training Center on Workplace Supports and Job Retention. The Center’s purpose is to study those supports that are most effective for assisting individuals with disabilities maintain employment and advance their careers. The site contains valuable resources for service providers such as training session, and information about many different aspects of employment of people with disabilities.
