VA Releases NOFA for "Per-Diem Only" Grants

The U.S. Department of Veterans Affairs (VA) has released a notice of funding availability (NOFA) to provide assistance to homeless veterans under the "per diem-only" component of the VA Homeless Providers Grant and Per Diem Program. The full notice was published in the Federal Register, Jan. 25, 2010, pages 3970-3972.

This NOFA announces the availability of funds for eligible programs that have not previously applied for or received "per diem funding" in connection with a grant. Grant funds may be used for aid for supportive housing. Service centers will not be funded under this NOFA. VA expects that it will take no longer than 90 days from the award date for projects to be inspected and become operational. Failure to meet the 90-day requirement may result in the per diem award being terminated.

Applicants should carefully read the full NOFA and be sure to follow the instructions for applying for this competitive grant program. This per diem-only grant notice is part of VA's effort to end chronic homelessness among veterans. VA expects to award approximately $15 million annually under this NOFA, which will add about 1,200 beds to the Grant and Per Diem Program.

The top two priorities under this NOFA are women veterans and women with dependent children, and Indian tribal governments or nonprofit agencies providing transitional housing and services on Indian tribal property. The third priority is state and local governments and nonprofit organizations that have been selected to utilize buildings on VA medical center properties for housing homeless veterans.

Grant applications must be received in the Grant and Per Diem Field Office by 4 p.m. ET, March 31, 2010. Application packages may be obtained at: http://www.va.gov/homeless or http://www.grants.gov. Questions should be referred to the Grant and Per Diem Office at 1-877-332-0334.
