HUD Releases General Section for FY 2007 SuperNOFA On Jan. 19, 2007, the U.S. Department of Housing and Urban Development (HUD) released the General Section of its FY 2007 Super Notice of Funding Availability (SuperNOFA). HUD plans to publish its FY 2007 SuperNOFA – which includes grant information and application guidelines for virtually all of HUD's homeless assistance and low-income housing support programs – early this spring. Early publication of the General Section gives prospective applicants additional time to become familiar with and address provisions in the General Section that constitute a part of almost every individual HUD program application. HUD will continue to require that applicants submit their applications electronically through Grants.gov. To submit an application, new users are required to complete a five-step registration process that can take from two to four weeks to complete. The process includes ensuring that information provided by your organization to Dun and Bradstreet matches the information previously provided by your organization to the Internal Revenue Service. If there is a discrepancy in the information, the registration cannot be completed until the discrepancy issues are resolved. DOL-VETS Publishes Guidelines for Common Measures Reporting System In the summer of 2001, the President's Management Agenda announced an aggressive strategy for improving the overall management of the Federal government. One area addressed was the integration of common measures to evaluate the effectiveness of similar programs across different executive departmental level agencies. As a result, the U.S. Department of Labor-Veterans Employment and Training Service (DOL-VETS) first introduced common measures reporting requirements in the HVRP and VWIP 2006 Solicitations for Grant Applications. In August 2006, Common Measures training was provided to all HVRP and VWIP grantees and all attending VETS staff during several sessions held at the 2006 Competitive Grantees Training Conference in Denver. VETS has indicated that Program Year (PY) 2006, for the performance period July 1, 2006, thru June 30, 2007, is the year-long "hold harmless" transitional period in order to integrate common measures definitions, methodologies, and reporting requirements into all the HVRP and VWIP competitive grants reporting systems by no later than June 30, 2007. Please keep in mind that while PY 2006 is the hold "harmless" transitional year, grantees are still expected to perform according to their proposed and approved planned levels. NCHV and DOL-VETS expect to be conducting joint teleconferences on the Common Measures Reporting System beginning in February. CSH, NCHV Produce New Guidebook on Supportive Housing for Veterans CSH has published the "Guidebook on Developing Permanent Supportive Housing for Homeless Veterans," created through a subcontract with the National Coalition for Homeless Veterans with funding from the U.S. Department of Veterans Affairs. The guidebook is geared for veterans housing and service organizations that are interested in developing permanent supportive housing for homeless veterans. The document also includes a case study of a permanent supportive housing project for homeless veterans in San Francisco. To download the publication for free, visit http://www.csh.org/publications. NCHV Conducting 2006 Annual Member Survey On-line The National Coalition for Homeless Veterans is asking all member veteran service providers to participate in the 2006 NCHV Member Survey. The on-line survey will take only 10 to 15 minutes to complete, and the information requested can be taken directly from your year-end reports. This information is vital to establishing NCHV's public policy and legislative priorities for the 110th Congress, which convened this month. It will also provide insight into the issues with the greatest impact on homeless veteran service providers, which will strengthen our collaborative efforts with other national service organizations and our federal agency partners. Stand Down Planning Resource Guide Available Through NCHV Stand Down co-founder Dr. John Nachison of San Diego and the National Coalition for Homeless Veterans (NCHV) have teamed up to produce the revised Stand Down Guide, a resource for organizations that are planning to develop a homeless veteran outreach assistance program in their communities.
