Department of Veterans Affairs Grant and Per Diem Grant Funds Announced On February 15, 2008, the U.S. Department of Veterans Affairs announced the availability of funds for the "per diem only" and the "capital grant." These funds provide assistance to homeless veterans under the VA Homeless Providers Grant and Per Diem Program. The deadline for both applications is April 9, 2008. The "per diem only" announcement allows eligible programs that have not previously applied for and received per diem in connection with a grant to receive funds to help offset the operating expenses of existing state and local governments, Indian Tribal Governments, faith-based, and community-based organization that are capable of providing supported housing and supportive services for homeless veterans. The VA expects to create approximately 1,000 beds under this NOFA. For more information on the per diem only grant click here. Approximately $25 million is available for the capital grant component. Capital grant awards will be limited to transitional housing projects, (service center programs will not be considered in this round). Vans must be directly connected to a new or existing Grant and Per Diem Grant project and will be limited to one per project number. Per diem payments to capital grant recipients are subject to the availability of funds and recipients maintaining the program for which the grant was awarded. For more information or to schedule assistance email Webcast on Developing Permanent Supportive Housing On March 20 at 2:00 p.m. (EDT), under a grant from the Department of Labor-VETS Program, VCU and NCHV will be airing the second portion of the 2-part series on developing supportive housing. In this second session, participants will be given a brief description of the various roles and responsibilities of those participating in the development process. Besides defining these roles, participants will also be given an overview of each of the five phases of the development process and key activities that need to be accomplished during each phase. In conclusion, participants will be provided a description as to how the financing of a permanent supportive housing project differs from more traditional development financing and key considerations when approaching this type of development. New All-Day Housing Institute Added to the NCHV Conference Schedule On Tuesday, June 24, NCHV will host an all-day institute on Housing issues from 9:00 a.m. to 4:30 p.m. Participants will be given an overview on the basics of permanent supportive housing. Presenters will give a description of the various roles and responsibilities of those participating in the planning and development processes, as well as an overview of each of the five phases of development and key activities that need to be accomplished during each phase. A special focus of one session will be to provide information on where to secure financing for developing supportive housing. NCHV encourages all interested parties to register for this informative training. The Independent Budget FY 2009 Released The Independent Budget for Fiscal Year 2009 offers comments and recommendations to improve and maintain the broad array of VA services designed to improve the lives of America's veterans. The Independent Budget is based on a systematic methodology that takes into account changes in the size and age of the veteran population, cost-of-living adjustments, federal employee staffing, wages, medical care inflation, construction needs, the aging health-care infrastructure, trends in health-care utilization, benefit needs, efficient and effective means of benefits delivery, and estimates of the number of veterans and their spouses who will be laid to rest in our nation's cemeteries. The recommendations contained in the IB for FY 2009 provide decision-makers with a rational, rigorous, and sound review of the budget required to support authorized programs for our nation's veterans.
