1. All Americans deserve the opportunity to secure permanent affordable housing. We favor public policy approaches that permit homeless people’s access to permanent supportive housing regardless of the duration of their homeless spell or their health or disability status.
2. Diversity in housing opportunities is critical to preventing and ending homelessness. We favor public policy approaches that result in the production of new housing units for permanent supportive housing rather the conversion of emergency and transitional housing units to permanent supportive units.
3. Adequate supplies of both housing and services interventions are critical to preventing and ending homelessness. We favor the addition of new resources to the shifting of existing resources among interventions as the means of financing permanent supportive housing.
4. Availability of an array of veteran-specific, homeless-specific, and homeless and non-homeless & veteran and non-veteran “mixed use” housing and services is critical to preventing and ending homelessness among veterans. We recognize that housing and services established specifically for homeless veterans are necessary, appropriate and fair interventions.
5. Involvement of the nonprofit and for profit sectors is critical to preventing and ending homelessness. We favor public policy approaches that allow nonprofit homeless veteran service provider organizations to play leadership roles as grant applicants, project sponsors, project operators, and services providers.
