Monday, June 23

            1. Public Policy Forum
             
Learn about the current legislation pertaining to homeless veterans issues. 

 

            2. Reporting and Regulations of Federal Grants

This session will look at the different reporting requirements and regulations of federal grants. Representatives from Department of Labor and Department of Veterans Affairs’ programs will be available to discuss the different requirements specific to their grants. Organizations that receive or are looking to apply for federal funds are encouraged to attend this training session to ensure their organization is in compliance with the necessary regulations. 
  

3. Homeless Courts/Legal Issues

   During this session presenters will provide an overview of the homeless court process and how it can address the legal needs of homeless veterans. Participants will also learn about the various legal obstacles veterans may face when trying to secure employment and housing, including obtaining IDs, child support payment and addressing outstanding warrants.

 

Tuesday, June 24

¨Focus on Housing – All-Day Institute
 Participants will be given an overview on the basics of permanent supportive housing. Presenters will give a description of the various roles and responsibilities of those participating in the planning and development processes, as well as an overview of each of the five phases of development and key activities that need to be accomplished during each phase.


A special focus of one session will be to provide information on where to secure financing for developing supportive housing 

¨AM Workshops – 9:00 a.m. - 11:30 a.m.

            1. Employment Resources

For this session Virginia Commonwealth University (VCU), a partner under the Department of Labor-VETS technical assistance grant, will showcase the employment tools available through its technical assistance center. These will include webcasts, publications, trainings and many other resources to help those with disabilities find and retain employment.

           
           
2. Female Veterans

With the continued increase in the number of female veterans, particularly since the  spike in women serving in Iraq and Afghanistan, organizations are looking at new ways to successfully treat the needs of these veterans. Participants will have the opportunity to learn about how community-based programs are serving female veterans, and explore ideas that promote education, employment and income supports for women with dependent children.

 

3. OIF/OEF Early Intervention/Family Benefits for Guard and 
    Reserve                

As the number of National Guard and Reserve troops being deployed for service in Iraq and Afghanistan increases, organizations are beginning to realize they need to serve veterans’ families along with the men and women being sent to and returning from Operations Iraqi and Enduring Freedom (OIF/OEF). While many National Guard units have or are developing family support programs, more community-based organizations are stepping up to help. This is a critical focus in preventing homelessness among the newest generation of combat troops. This session will discuss the benefits and services available to the families of the Guard and Reserve, and unit-based initiatives that have proven to be invaluable in easing the stresses of former combat troops, both before and after their deployment. 

 

¨  PM Workshops – 1:00 p.m. - 4:30 p.m.

            1. Integrating Service Reports for Better Case Management

This session will discuss the importance of integrated reporting when working with homeless clients who receive counseling and support services from a multitude of offices or agencies. It is vital that all professionals involved in the treatment process are aware of each other’s activities and guidance to provide seamless service delivery and enhance the likelihood of success. Clinical specialists and community-based organization case managers will share tips and techniques on how to ensure that all of the client’s needs are being met.

 

2. Incarcerated Veterans – Effective Transition, Preparation and Support

During this session service providers will receive guidance on effective intervention techniques to help incarcerated veterans prepare for successful reintegration into society after their release. Presenters will give an overview of some of the most successful transition assistance programs in the country. This information will also help social workers and case managers develop better communication and intervention strategies to help veterans who have criminal histories.

 

         3. Special Topics

 This session will focus on the most relevant issues that homeless veterans 

             are facing  today. More details will be available closer to the conference 
             date.

¨  Capitol Hill Visits – 1:00 p.m. - 4:30 p.m.

Plan to visit the offices of your Senators and Representatives while attending 
            the conference. NCHV will prepare information packets to leave with your 
            legislators, and send reminders to schedule your visits well ahead of time.

 

¨ VIP Reception – 5:00 p.m. - 6:00 p.m.

 

¨  Annual NCHV Awards Banquet 6:00 p.m. - 8:30 p.m.

Honoring the men and women who have distinguished themselves as leaders and visionaries in the homeless veteran assistance movement. These champions are nominated for recognition by NCHV member organizations, and represent the nation’s community-based service providers, businesses, government service agencies and legislators that have made significant contributions to serving America’s former guardians in need of assistance.

Wednesday, June 25

¨ 
AM Workshops – 9:00 a.m. - 11:30 a.m.

            1. Department of Labor - Programmatic Focus

Learn more about how the Department of Labor can assist your organization in securing employment for veterans in your community. Representatives will discuss how you can access employment resources for veterans in your community and how organizations can enhance the services currently offered to veterans.

 

            2. Participating in the CHALENG/CoC Processes

This session will give service providers the opportunity to learn how to be more involved in these vital community planning processes. Ensuring maximum veteran representation in both the VA CHALENG and HUD Continuum of Care processes is directly proportional to the amount of federal funding that is available to homeless veteran service providers. This session will also be an opportunity to learn more about the HUD-VASH program and how it will affect the availability of housing opportunities for homeless veterans in your area.

3. Forum: Drafting Recommendations on Expediting VA Claims for 
                Homeless            

There has been a lot of discussion about the VA claims process, and as conflicts in Iraq and Afghanistan continue, it is likely the caseload is going to increase. Despite progress in various VA benefits offices, there remains a sense that the neediest of America’s veterans – those who are homeless or in residential assistance programs – are not being well served. This forum is to give service providers the opportunity to guide NCHV in the development of policy recommendations and strategize about how to work for their adoption.  

  

4. OIF/OEF Early Intervention and Prevention of Homelessness

Learn more about how to assist veterans returning from the current conflicts in Iraq and Afghanistan. Discussion will focus on the most prevalent physical, mental and emotional wounds, and the scope of supportive services these wounds indicate. Providing an open door to veterans returning from combat – even if just to determine the assistance that veterans need and to whom they should be referred – is the surest safeguard in preventing future veteran homelessness, minimizing the impacts of untreated mental health issues, and reducing the incidence of suicide.
